The step marks another circumstances of Brasília linking the newly regulated wagering sector to targeted public law efforts.

The bill was submitted by the Executive Branch on 3 December 2025. Congressman Julio Cesar Ribeiro acted as rapporteur and presented changes to the initial text.

According to Agência Câmara de Notícias, Ribeiro got rid of references to "misogyny, racism and gender" from a section outlining the university's goals in dealing with social issues in sport.

Government leader in the Chamber, José Guimarães, framed the task as a long-standing demand of Brazil's sporting neighborhood.

" This has been talked about for a very long time. Brazilian professional athletes have regularly called for a university devoted to sport, both as a centre for athlete advancement and as a body efficient in shaping nationwide sporting standards throughout disciplines," he stated.

Opposition lawmakers, including Alberto Fraga and Julia Zanatta, the proposition as "electoral and populist", arguing that the federal government should prioritise stabilising existing universities before introducing brand-new ones.

The expense will now transfer to the Federal Senate for additional factor to consider. According to the legal text, UFEsporte will concentrate on:

- Training specialised specialists capable of handling public sports policy;

  • Developing know-how in the administration of sports organisations and high-performance athlete preparation;

  • Advancing equity in sport, consisting of higher visibility and funding for females's disciplines;
  • Expanding accessibility and addition for people with specials needs, with an emphasis on Paralympic sport; and
  • Combating violence and discrimination within sporting environments.

    Beyond wagering profits, the federal government strategies to support UFEsporte through possession transfers, partnership arrangements with nationwide and international institutions, and extra supplemental funding streams.

    The proposal further strengthens the growing policy linkage between Brazil's controlled wagering framework and federal funding initiatives - a style most likely to remain main as the market continues to grow in 2026.

    The creation of UFEsporte comes against a backdrop of significant financial recalibration for Brazil's online betting routine. At the close of 2025, Congress and the Senate approved modifications to the federal tax framework, increasing the levy on online video gaming gross video gaming revenue from 12% to 15% as part of a broader restructuring of the sector's financial responsibilities.

    Meanwhile, the Senate has returned from its summer season recess to advance discussions on a standalone federal law governing gaming marketing. Lawmakers are currently evaluating propositions that vary from tighter marketing controls to a sweeping restriction on wagering advertising and sponsorship.
